Closed-end funds can be fairly unique investment wrappers in that the share price can trade wildly differently from the underlying net asset value per share. That creates attractive opportunities to pick up exposure in a fund at a discounted bargain price. Of course, CEFs can trade at discounts for an endless amount of time. So we don't simply look at those with the largest discount and believe they are necessarily the best buys—that can happen if they look like they are being targeted by activists, but those are more tactical trades. Instead, we look at relative discount levels compared to the historical discount levels....
