Fannie Mae ( FNMA ) and Freddie Mac ( FMCC ) are two companies that have been in federal conservatorship since 2008 despite being put on a path to exit conservatorship via retaining earnings instead of paying them all out to the government starting in 2019 . The government almost moved forward with an IPO in the summer of 2021 , but the companies didn't have enough capital at the time. That's changed.
