The Vanguard Short-Term Corporate Bond Index Fund ETF Shares ( VCSH ) is a passively managed exchange-traded fund designed to provide investors with diversified exposure to short-dated, investment-grade corporate bonds. While short-term bonds have performed exceptionally well in recent quarters as the Federal Reserve cut the key interest rate to a target range of 3.50-3.75%, I believe the yield curve steepening has created an appealing opportunity for investors to begin rotating out of short-term and into long-term bonds. Given these factors, I am reiterating my Hold rating with an emphasis on portfolio rotation....
